Job Description Job Description Job Summary: Manage Animal Control Field Services team. Assist Director of Field Services in ongoing development and success of Animal Control Field Services Department. Perform as a role model and leader to Field Services team. Work closely with Field Services Department management team to develop and refine processes and procedures. Direct Reports: Animal Control Officers (10) A relocation benefit of up to $1000 in documented relocation expenses is available. Duties and Responsibilities: * Manage Animal Control Officers (ACOs) to ensure that all responsibilities are consistently fulfilled and that they have tools needed to do their job effectively. * Mentor and coach employees, perform staff evaluations, maintain administrative paperwork, and issue disciplinary actions; maintain up-to-date records on employee performance in ADP. * Interview and hire new ACOs and oversee training program. * Ensure Animal Control team is performing at their highest levels and adhering to organization policies, procedures and practices. * Ensure officers possess and maintain all required certifications including the development of and management of a chemical capture program. * Assist with performance of all administrative duties related to operations of Animal Control Field Services * Manage payroll for ACO team and monitor time card activity in ADP. * Create monthly ACO schedule and ensure adequate coverage of the city is maintained 24/7. * Monitor ACO vehicle call logs, monthly dispatch logs. * Assist in creation, review, and updating of new and current department SOPs. * Support ACOs in managing caseloads. * Accurately and promptly review all paperwork such as animal impoundment records and internal incident reports, ensuring accuracy and timeliness. * Read and respond, as needed, to HRA email throughout day. * Be available for calls for guidance or assistance from team as needed. * Ensure prompt and efficient response to any equipment or vehicle needs. * Maintain and ensure compliance with DOH contractual requirements as related to field operations. * Perform all duties and responsibilities assigned to ACOs as well as possess all qualifications. * Rescue both domestic and wild animals from dangerous situations, pick up sick, injured, and trapped animals as well as impound animals when needed. * Work with local and federal law enforcement agencies. * Interact with and educate the public on the responsibility of companion animal ownership, explaining provisions of the DC Animal Control Act. * Provide prompt, courteous service to customers inquiring about HRA shelter policies and programs. * Coordinate closely with all Field Service Department managers and supervisors to continuously develop and refine the procedures and processes in place that allows officers and dispatchers to communicate clearly and work together efficiently. * Accurately and promptly review all paperwork such as animal impoundment records and internal incident reports, ensuring accuracy and timeliness. * Read and respond, as needed, to HRA email throughout day. * Be available for calls for guidance or assistance from team as needed. * Ensure prompt and efficient response to any equipment or vehicle needs. * Always represent HRA in a professional and courteous manner. Qualifications and Requirements: * Knowledge of and ability to perform all duties and responsibilities assigned to an ACO. * Ability to effectively organize, lead, and manage staff and their work. Ability to collaborate effectively, and work as part of a team. * Knowledge of and ability to handle domestic, exotic, and wild animals. Knowledge of restraint, handling techniques, and general animal safety practices. * Possess and maintain a valid driver’s license with good driving record. * Possess and maintain clear criminal background record. * Ability to safely operate organization vehicle as required. * Excellent interpersonal skills with a customer service orientation. Ability to communicate effectively, courteously, and professionally with a variety of individuals representing the public, board members, volunteers, donors, and employees. * Ability to exhibit sound judgment and handle confidential matters. * Ability to be a team player with a positive, can-do and pro-active approach who likes working in a fast-paced environment. * Computer literacy with proficient use of programs including Microsoft Office programs, email, Internet and database management software. Preferred advanced proficiency in PetPoint. * Ability to wear a ballistic vest at all times in the field. * Ability to maintain certification and perform humane euthanasia of dogs and cats. * Ability to manage emotional aspect of work in an animal shelter environment in a positive professional manner, including providing input on euthanasia decisions. * Passion for the HRA mission, and for caring for all animals regardless of age, breed, temperament, or species, and supporting and educating members of the public, free of judgment or bias. Physical Requirements and Work Environment: The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. * Ability to lift 50 pounds unassisted regularly, 50+ pounds assisted. * Ability to be comfortable working with cats, dogs, small animals, reptiles, fish and wildlife. * Ability to perform strenuous physical activity daily, including but not limited to: lifting and carrying, reaching, stooping, squatting, standing, and bending. * Due to nature of shelter work, may be exposed to deceased, fractious, or aggressive animals; hostile or irate persons; zoonotic or other diseases; unpleasant noises, odors, or sights; and extreme temperatures. Education and Experience: * Minimum four years of progressively responsible work experience in an animal control environment, including supervisory experience. Multilingual candidates are encouraged to apply. A salary premium may be offered for multilingual candidates who demonstrate proficiency in written and oral testing.
